The four schemes overlap less than they seem. Which one you can use depends mostly on four things: your link to the Federal Territories or Selangor, your household income, whether you already own a home, and your age. Start with the situation closest to yours, then check the full rules on the eligibility page.
You work in KL or Putrajaya but live in Selangor
RUMAWIP accepts a birth, residence or work link to Kuala Lumpur, Putrajaya or Labuan, so a job in the city qualifies. Residensi MADANI accepts birth, employment or being a registered voter in the Federal Territories, so employment there counts too, but residence alone does not. Rumah Selangorku's published LPHS FAQ does not list a Selangor birth, residence or employment condition, so confirm the selected project's conditions. On price, MADANI homes go up to RM200,000 and RUMAWIP homes up to RM300,000.
You are a civil servant or an eligible retiree
PPAM is reserved for serving civil servants and eligible retirees with a valid retirement card. Standard units run from RM90,000 to RM300,000 depending on location, size and policy, and the PPAM FAQ sets no general household income ceiling. Applications go through the official PPAM portal, and closed projects do not accept them. Being a civil servant does not stop you from considering RUMAWIP, MADANI or Rumah Selangorku if you meet their rules.
You already own a home
- Residensi MADANI: first-home purchase only, so existing owners are not eligible.
- RUMAWIP: you must not own a home in the Federal Territories or another affordable home. Ownership outside the territories is subject to JWP conditions.
- Rumah Selangorku: the general rule is no home in Selangor, but developer registration may allow a second home. Confirm the project's registration category.
- PPAM: confirm existing-home and previous PPAM allocation conditions with PPAM for the chosen project.
Your household income is above RM8,000
MADANI's RM8,000 ceiling is the lowest of the capped schemes. RUMAWIP allows more, especially for married applicants, and Rumah Selangorku's upper types reach RM14,500. The income requirements guide sets out every ceiling and what to do if you are above it.
You are under 21
RUMAWIP requires applicants to be 21 or older. Residensi MADANI and Rumah Selangorku accept applicants from 18.
You may need to move within the next ten years
Every scheme restricts transfer, so factor in job or family changes before you commit. RUMAWIP and Residensi MADANI run 10 years from the first sale and purchase agreement, and early transfer needs government permission, with close-family exceptions. PPAM allows no sale or transfer for 10 years. Rumah Selangorku accepts transfer applications only after 5 years, with State Authority approval.
